The Virginia Department of Juvenile Justice is dedicated to protecting public safety while helping youth develop the skills they need to return successfully to their families and communities. Through its Education and Rehabilitative Care Division, the department provides youth in its care with high-quality education, structured supervision, and around-the-clock support in secure settings that comply with all federal and state standards. Services are designed to address behavioral health needs, promote accountability, and support positive growth during and after involvement with the juvenile justice system.
A core focus of DJJ’s rehabilitative approach is helping youth learn healthy ways to manage emotions, impulses, and conflict. Many programs emphasize anger management, emotional regulation, and decision-making skills to reduce aggressive behavior and prevent future involvement with the justice system. By addressing the root causes of anger and violence, DJJ aims to lower recidivism and support safer outcomes for youth and the broader community.
Since 2014, the department has been engaged in a comprehensive transformation process shaped by data, stakeholder input, and continuous evaluation. This effort prioritizes effective use of resources while improving outcomes for youth, families, and victims. Key goals include expanding reentry support through vocational training, workforce development, and mentoring; strengthening partnerships with courts, law enforcement, and community providers; and increasing access to services for victims and families, including those with disabilities or limited English proficiency.
