KPEP, established in the fall of 1980, provides residential programming for individuals who require more structure than standard probation but do not need extended jail time. The organization's goal is to help residents become independent and contributing members of society. KPEP collaborates with various criminal justice entities, including local law enforcement, probation and parole departments, and circuit court judges.

KPEP offers a range of services to both male and female offenders. These include cognitive behavioral therapy, substance abuse assessment and education, employability skills, GED preparation, and spiritual programming. Residents are also required to complete at least 60 hours of community service. Case management is provided to assess individual needs and monitor progress. The length of stay typically ranges from 90 to 150 days, depending on the individual's progress in the program.

The program also includes workshops on substance use disorders, vocational training, life skills programming, and 12-Step group attendance. Specialized programming for sex offenders is also available. The Residential Substance Abuse Program (RSA) provides therapeutic interventions, including both group and individual treatment sessions, with a focus on cognitive behavioral therapy to address criminal and addictive thinking patterns.
