The South Carolina Alcohol and Drug Safety Action Program (ADSAP) is a statewide initiative aimed at addressing substance abuse issues among individuals convicted of driving under the influence (DUI), boating under the influence (BUI), or those whose licenses are suspended through the state’s Administrative License Revocation (ALR) procedure. ADSAP is designed to reduce alcohol and drug-related crashes by providing educational and treatment services tailored to each individual's needs. Services are certified by the South Carolina Department of Alcohol and Other Drug Abuse Services and are available across all 46 counties in the state.

Individuals required to enroll in ADSAP must do so within 30 days of their conviction or license suspension. Failure to enroll or comply with the program can result in legal consequences, including potential contempt of court charges and delays in license reinstatement. The program includes an assessment to identify problem areas, followed by targeted education and treatment to help reduce the risk of reoffending. The duration of the program varies based on individual needs, typically lasting up to 12 months, and the total cost can range from $500 to $2,500 depending on the services required.

Participants may be eligible for a provisional driver’s license if they meet specific criteria, including having no prior DUI convictions in the past 10 years. If individuals move out of state or hold an out-of-state driver’s license, they must still complete South Carolina’s ADSAP requirements to regain their driving privileges, either by fulfilling the program’s conditions in their new state or by contacting the Interstate ADSAP Office for assistance.
