The South Carolina Alcohol and Drug Safety Action Program (ADSAP) is designed to educate and treat individuals convicted of driving under the influence (DUI), boating under the influence (BUI), or those with suspended licenses due to administrative revocation. This comprehensive program aims to address the serious issue of alcohol and drug-related accidents, which result in numerous injuries and fatalities annually. ADSAP, certified by the South Carolina Department of Alcohol and Other Drug Abuse Services, operates in all 46 counties of the state.
Enrollment requires individuals to present a 10-year driving record from the South Carolina Department of Motor Vehicles, a valid picture ID, and an initial payment of at least $75, with additional administrative fees for out-of-state DUI charges. Successful completion of the program depends on consistent attendance, active participation, a demonstrated reduction in risk, and full payment of all fees. Program costs range from $500 for the PRI group alone to $2500 when combined with treatment services.
For those with a first DUI conviction who meet specific criteria, a provisional driver’s license may be issued, allowing limited driving privileges while participating in ADSAP. This provisional license requires enrollment in ADSAP, a valid South Carolina driver’s license at the time of violation, and proof of financial responsibility, among other conditions.
If relocating out of state or receiving a DUI in another state, individuals can continue their ADSAP services with local providers, with specific procedures for transferring and completing requirements. An additional administrative fee applies for handling out-of-state DUI cases.
