The Gibson Center for Behavioral Change provides a comprehensive Substance Awareness Traffic Offender Program (SATOP) to help individuals address substance-related traffic offenses and make informed choices about their future. SATOP is a structured assessment and intervention program designed to meet Missouri state requirements for individuals arrested for alcohol- or drug-related driving offenses.

The process begins with an Assessment Screening, conducted by our Offender Management Unit (OMU) at all locations. This screening determines the appropriate level of intervention based on factors such as driver history, blood alcohol concentration (BAC) at the time of arrest, and results from a computer-interpreted assessment. The screening takes 1.5 to 2 hours and costs $375, with a portion allocated to the state. Once completed, the assessment is valid for six months.

SATOP offers four levels of intervention tailored to individual risk levels:

  • Offender Education Program (OEP – Level I): A 10-hour course for lower-risk individuals focused on education and decision-making.
  • Weekend Intervention Program (WIP – Level II): A 20-hour intensive program over a weekend, combining education and counseling in a structured setting.
  • Clinical Intervention Program (CIP – Level III): A 50-hour outpatient counseling program that includes individual and group sessions.
  • Serious and Repeat Offender Program (SROP – Level IV): A minimum 75-hour outpatient program over 90 days, providing extensive counseling services.

All SATOP fees must be paid before beginning a program, and Missouri residents may qualify for reduced costs based on a sliding scale. Those charged under Abuse and Lose or Zero Tolerance policies should inform their OMU for specialized processing.

The Gibson Center also offers additional substance abuse and behavioral health programs, including detox services, medication-assisted treatment, inpatient care, and customized outpatient treatment, ensuring a comprehensive approach to recovery.
