Understanding ASAM and Substance Awareness Traffic Offender Programs (SATOP)

Starting April 1, 2024, our programs will incorporate the American Society of Addiction Medicine (ASAM) criteria to provide more personalized and effective care for individuals dealing with substance use challenges. ASAM’s evidence-based framework enhances addiction prevention and treatment by offering tailored levels of care to meet diverse needs. While the Comprehensive Substance Abuse Treatment and Rehabilitation (CSTAR) program remains a cornerstone of Missouri’s approach, integrating ASAM principles will elevate the quality of services and align with updated standards.

The ASAM Levels of Care include Outpatient Services (Level 1.0), Intensive Outpatient (Level 2.1), Partial Hospitalization (Level 2.5), Withdrawal Management (Level 3.2), and Clinically Managed High-Intensity Residential treatment (Level 3.5). These levels ensure that clients—youth aged 9 and older as well as adults—receive appropriate care based on their specific circumstances. Notably, youth aged 9-11 are not eligible for certain residential services, and all participants must be Missouri residents.

Additionally, we continue to provide the Substance Awareness Traffic Offender Program (SATOP), a specialized initiative for individuals arrested in Missouri for alcohol or drug-related driving offenses. SATOP offers education and treatment tailored to the needs of participants, ensuring accountability while supporting recovery.
