The Substance Awareness Traffic Offender Program (SATOP) is designed to address and reduce the impact of substance-related driving offenses by providing targeted education and treatment. SATOP begins with the Driver Risk Inventory (DRI), a mandatory screening session that determines the appropriate level of intervention for each participant. This hour-long assessment costs $375 and ensures offenders are placed in programs tailored to their needs.
For Level 1 offenses, the Offender Education Program (OEP) offers a 10-hour seminar held over two days. This educational course is priced at $207. Level 2 offenders participate in the Weekend Intervention Program (WIP), a 20-hour intensive weekend session. Costs for WIP range from $257 to $474.46, based on a sliding scale.
The Clinical Intervention Program (CIP) addresses more significant offenses at Level 3. This 50-hour outpatient treatment involves both group and individual counseling. A sliding scale fee applies, with a $250 copayment required at intake. For the most severe cases, Level 4 offenders enroll in the Serious Repeat Offender Program (SROP), a 75-hour outpatient treatment with a similar structure to CIP. SROP also requires a $250 copayment at intake, with the total cost determined by a sliding scale.
For individuals needing services outside Missouri, the Comparable Program provides SATOP-certified education and treatment options tailored to meet other states’ requirements. These programs are critical in promoting responsible behavior, reducing repeat offenses, and supporting long-term change through education and counseling.
