Community Services of Missouri provides the Substance Awareness Traffic Offender Program (SATOP), a comprehensive initiative designed to meet the specific needs of individuals with alcohol- or drug-related driving offenses. SATOP is often a requirement for license reinstatement for drivers whose licenses have been revoked or suspended due to a DWI. The program begins with a mandatory screening process, as required by Missouri law, which assesses the individual’s alcohol and substance use and its impact on their driving behavior. This includes reviewing the driver’s record, completing the Missouri Driver Risk Inventory II (DRI-II), and conducting an individualized interview to determine the most appropriate level of intervention.

Based on the screening results, participants are referred to one of several tailored services. Options include the 10-hour Offender Education Program (OEP) for low-risk, first-time offenders, or the Adolescent Diversion Education Program (ADEP) for minors with offenses like Minor in Possession or Zero Tolerance violations. More intensive options include the Weekend Intervention Program (WIP), Clinical Intervention Program (CIP), or Youth Clinical Intervention Program (YCIP), each offering structured counseling and education. For those with multiple offenses or high-risk indicators, traditional treatment options, such as residential or intensive outpatient programs, are recommended.
