The Substance Awareness Traffic Offender Program (SATOP) offered by the South Central Missouri Citizens’ Advisory Board provides vital support to individuals needing intervention after a substance-related driving offense. Designed to guide participants toward positive change without judgment, SATOP helps individuals regain control and make informed decisions about their future.

The process begins with an Offender Management Unit (OMU) assessment, which lasts approximately two hours. This assessment includes three written evaluations—the DRI-2, MAST, and Hopkins—as well as an interview and a review of the individual’s driving and substance use history. Based on the results, participants are assigned to the most appropriate intervention to meet their needs.

Two primary intervention programs are available:

  • Offender Education Program (OEP): A ten-hour course typically for first-time offenders, focusing on the impact of substance use on driving. The program is held over two days and costs $200.
  • Weekend Intervention Program (WIP): A more intensive, three-day program providing in-depth education and support, including meals and snacks. State assistance may be available to cover costs for qualifying Missouri residents.

For individuals requiring a higher level of care, referrals to more specialized services are available to ensure the right fit.
