Substance Awareness Traffic Offender Program (SATOP)

Community Services of Missouri offers the Substance Awareness Traffic Offender Program (SATOP), a comprehensive program designed to address the needs of individuals with alcohol- or drug-related traffic offenses, including DWI. SATOP is often required for license reinstatement after a suspension or revocation. The program begins with a mandatory screening process, which includes a review of the offender’s driving record, a standardized risk assessment, and a one-on-one interview. Based on this evaluation, individuals are referred to the appropriate level of education or treatment to meet their needs.

SATOP offers a range of services tailored to different levels of risk and offense severity. First-time offenders with lower risk are typically assigned to the Offender Education Program (OEP), a 10-hour course focused on understanding the choices that led to their offense. Minors may participate in the Adolescent Diversion Education Program (ADEP) or the Youth Clinical Intervention Program (YCIP) if more serious substance use issues are identified. Higher-risk individuals or repeat offenders may be referred to the Weekend Intervention Program (WIP), an intensive, structured weekend of education and counseling, or the Clinical Intervention Program (CIP), a 50-hour outpatient program incorporating group and individual counseling. For those identified as having a high risk of chemical dependency, traditional treatment options such as residential or intensive outpatient programs are also available.

Community Services of Missouri provides SATOP services in multiple counties across the state, with consistent fees and the convenience of online classes. These programs are designed to promote accountability, reduce recidivism, and support healthier decision-making for participants.
