Clark Community Mental Health Center

The Clark Center offers comprehensive services to assist DWI offenders in completing the Substance Awareness Traffic Offender Program (SATOP), a state-mandated education and intervention program administered by the Missouri Department of Mental Health. SATOP is essential for DWI offenders seeking reinstatement of their driving privileges and includes various levels of assessment, education, and intervention tailored to individual needs.

At the Clark Center, clients begin the process with an evaluation at the Monett location, where they pay a $375 fee, complete a questionnaire, and schedule a follow-up appointment with a counselor. Required documents include proof of residence, a valid photo ID, and financial income information, which help determine eligibility for state funding for intervention services. Based on the evaluation, clients are assigned to one of several SATOP levels, including the Offender Education Program (OEP), Weekend Intervention Program (WIP), and Clinical Intervention Program (CIP). The center provides OEP and WIP classes monthly, while CIP services are available continuously in Monett and Aurora.

SATOP ensures that offenders undergo personalized assessments and appropriate interventions. The program includes a 10-hour educational course for lower-risk offenders (OEP) and an intensive 50-hour counseling program for high-risk individuals (CIP), addressing the root causes of substance-related driving offenses. Costs for SATOP services range from $380 to $1,106, depending on the intervention level.
