The Substance Abuse Traffic Offender Program (SATOP) in Missouri is designed to help individuals regain their driving privileges following a substance-related traffic offense. SATOP provides a structured approach to address alcohol or drug use concerns, with the goal of preventing future offenses and supporting healthier, safer choices.

All participants begin with a Screening conducted by a qualified professional counselor. This evaluation includes standardized testing and an interview to determine the appropriate program level for each individual. The Screening fee is $375, a portion of which supports advanced program costs through the Missouri Department of Mental Health. Participation in a follow-up program is mandatory for all clients.

The SATOP program offers several levels of intervention based on the individual’s needs. The Offender Education Program (OEP) is the entry-level option, providing 10 hours of education over at least two sessions for $130. For those requiring more intensive intervention, the Weekend Intervention Program (WIP) offers a 48-hour immersive educational experience, typically held at hotels, with fees ranging from $250 to $440 based on income and family size. The Clinical Intervention Program (CIP), the most intensive level, includes 50 hours of outpatient counseling and education over several weeks, with costs between $250 and $1,005.

Financial assistance is available for Missouri residents through a standardized income and dependents-based scale, helping to make these programs accessible to those in need. In cases of more significant substance use, participants may be referred to additional counseling or treatment beyond SATOP, which may also satisfy court-ordered requirements.
