The Substance Awareness Traffic Offender Program (SATOP) is a state-mandated program in Missouri designed to address substance use and its impact on safe driving. Required for individuals arrested for alcohol- or drug-related traffic offenses, SATOP is administered by the Missouri Department of Mental Health, Division of Behavioral Health. The program consists of two steps: completing an evaluation to determine the appropriate intervention level, followed by participation in a designated class or treatment program.

SATOP evaluations, provided by certified Offender Management Units (OMU) like the Safety Council, cost $375 and assess the individual's substance use history and circumstances to recommend the most suitable program. Programs include the Offender Education Program (OEP), Weekend Intervention Program (WIP), Clinical Intervention Programs, and the Serious and Repeat Offenders Program, ensuring tailored support for each participant.

Additionally, the Adolescent Diversion Education Program (ADEP) is available for individuals under 21 who may have committed offenses like Zero Tolerance or Minor in Possession violations. This 10-hour course costs $200 and focuses on education and awareness to prevent future offenses.

Substance use evaluations, often court- or employer-ordered, are also offered for $200, providing professional assessments to guide treatment recommendations. SATOP’s comprehensive approach promotes education, intervention, and rehabilitation, helping individuals address substance use issues while fulfilling legal obligations.
