Substance Awareness Traffic Offender Program (SATOP) Overview

Assessment and Counseling Solutions (ACS) is a state-certified provider of the Substance Awareness Traffic Offender Program (SATOP), offering all levels of programming required for individuals with DWI offenses. SATOP is a structured, two-part process mandated by the state of Missouri. The first step involves scheduling an assessment, which lasts approximately one hour. Based on the results, participants are referred to the appropriate SATOP program level. Successful completion of the assigned program is the second step in fulfilling SATOP requirements.

The program includes four distinct levels, tailored to the severity of the offense and the individual's substance use history. The Offender Education Program (OEP) is a 10-hour class designed for first-time DWI offenders to provide education on DWI laws, the consequences of drinking and driving, and strategies to avoid future offenses. The Weekend Intervention Program (WIP) is an intensive, 24-hour weekend program combining education and counseling to address patterns of substance use and its risks.

For individuals with more serious or recurrent issues, the Clinical Intervention Program (CIP) offers a 50-hour outpatient treatment experience over 6-7 weeks, blending group and individual counseling. The most intensive option, the Serious and Repeat Offender Program (SROP), is a minimum 75-hour outpatient program spanning 90 days or more, designed for those with substance use disorders or multiple DWIs. If appropriate, ACS also provides referrals for Medication Assisted Treatment.

SATOP costs, including assessment and program fees, are set by the state, with financial assistance available through a sliding scale. ACS is committed to guiding participants through the process with professional, supportive care to help prevent future offenses.
