Heartland Center for Behavioral Change (HCBC) offers comprehensive Substance Awareness Traffic Offender Programs (SATOP) for individuals requiring intervention following alcohol- or drug-related traffic offenses. SATOP services are available through Department of Mental Health (DMH) funding and self-pay options. These programs are essential for individuals whose driver’s licenses have been suspended or revoked due to substance-related offenses, as Missouri law mandates SATOP completion before license reinstatement.
At the core of SATOP is the Offender Management Unit (OMU), which assesses individuals and determines the most appropriate intervention level based on a screening process that includes driving history, breath alcohol content, and a professional evaluation. Participants are then referred to one of four levels of care:
- Offender Education Program (OEP) – Level I: A 10-hour educational course designed for low-risk, first-time offenders to promote awareness and behavioral change.
- Weekend Intervention Program (WIP) – Level II: A 20-hour intervention held over a supervised 48-hour weekend, tailored for high-risk first-time offenders and those showing mild to moderate substance use concerns.
- Clinical Intervention Program (CIP) – Level III: A 50-hour outpatient treatment program for high-risk first and second-time offenders, as well as individuals meeting criteria for a substance use disorder.
- Serious and Repeat Offenders Program (SROP) – Level IV: A 75-hour minimum treatment program designed for individuals with multiple offenses and significant substance use issues, requiring at least 90 days for completion.
Additionally, HCBC provides a Traditional Treatment Program that meets Level IV SATOP requirements when specific criteria are met. Missouri residents may also complete a SATOP Comparable Program, which must include a minimum of 120 hours of state-certified or nationally accredited treatment.
HCBC is fully certified by the Missouri DMH and nationally accredited by the Commission on Accreditation of Rehabilitation Facilities (CARF), ensuring high-quality care for all participants.
