The Fulton-Montgomery Counties Impaired Driver Program (FMCIDP) is a mandated, instructional, and rehabilitative program for individuals convicted of alcohol or drug-related driving offenses in New York State. The program aims to prevent repeat impaired driving incidents and enhance road safety by reducing the accident potential of high-risk drivers. The FMCIDP follows a 16-hour, seven-week curriculum based on the “Prime for Life” model, which includes both visual and oral instruction, supported by a student workbook. Participants are required to complete weekly lessons and homework assignments.

Classes are held weekly from 6:30 p.m. to 9:00 p.m., and participants are expected to arrive 15 minutes early. The cost of the program is $233, payable by cash, check, or money order, with checks made out to “FMCIDP.” Payment arrangements can be made in advance by contacting the program director, Thomas Traskos.

All participants must complete a written self-inventory, which may lead to a referral for a formal substance abuse assessment, especially if the participant has multiple alcohol-related convictions, attends class under the influence, or discloses a substance abuse issue. Missing more than one class without notifying the FMCIDP Director can result in being dropped from the program and losing conditional driving privileges.

Confidentiality is strictly enforced, and successful completion of all phases, including any required evaluations or treatment, is necessary to retain a conditional license. Failure to comply with the program requirements will result in the reinstatement of the original license suspension or revocation. Note that a conditional license is not valid for operating commercial vehicles or driving to and from high school.
