The Jail Based Behavioral Health Services (JBBS) program, offered by the El Paso County Sheriff’s Office, aims to address the challenges of overcrowded jails and high recidivism rates by enhancing inmate reintegration and reducing repeat offenses. Since the 1990s, the Sheriff's Office has been dedicated to improving outcomes for inmates through various programs. Initially, the Reintegration and Recovery (R&R) program provided targeted support to a select group of inmates. In 2020, the program evolved into the JBBS, expanding its reach to all incarcerated individuals within the facility.

The JBBS program now provides comprehensive services including substance abuse counseling, medication-assisted therapy education and referrals, behavioral health counseling, and interim competency care. Its goals are to offer drug and alcohol prevention education, teach emotion regulation skills, provide interim mental health services for those awaiting state facility placement, and support inmates with release planning. Additionally, the program connects individuals at high risk of opiate overdose to appropriate therapies and collaborates with community-based service providers.

All inmates at the El Paso County Criminal Justice Center can access JBBS services, though the type and duration of these services may vary based on individual circumstances. Inmates can request services via the inmate kiosk or by speaking with JBBS staff.
